Understanding Validation: Why It Matters for Your RTO

Validation is a cornerstone of a robust and compliant RTO. The quality control process ensures your assessment tools, processes, and judgments are aligned with industry standards, training package requirements, and the Australian Qualifications Framework (AQF). Regular and effective validation bolsters your RTO's reputation, helps guarantee quality learner outcomes, and prepares you for successful audits.

Compliance with the Standards for RTOs 2015

The Standards for RTOs 2015 place significant emphasis on assessment validation. Here's a breakdown of the key clauses:

Clause 1.8: Your RTO's assessment system must:

Comply with the training package or VET-accredited course requirements (1.8a)

Guarantee the validity of evidence collected and assessment outcomes (1.8b)

Clause 1.9: Develop and implement a comprehensive plan for ongoing, systematic validation of assessment, covering all training products on your RTO's scope of registration.

Clause 1.10: Validate assessment practices and judgments for each training product at least once every five years, with at least 50% of products validated within the first three years.

Clause 1.11: Validation must be conducted by qualified individuals not directly involved in the specific delivery or assessment of the training product being validated. These individuals must have:

  • Vocational competencies and current industry skills relevant to the assessment
  • Current knowledge and skills in vocational teaching and learning
  • TAE40110 Certificate IV in Training and Assessment (or its successor) or the TAESS00001 Assessor Skills Set (or its successor)

Thorough validation examines your assessment resources, methods, and judgments to ensure they:

Align with Training Package Requirements: Units of competency, performance criteria, foundation skills, assessment conditions, etc.

Uphold the Principles of Assessment: Valid, reliable, flexible, and fair.

Meet the Rules of Evidence: Valid, authentic, current, and sufficient.

Reflect AQF Level Complexity: Assessments match the knowledge and skill depth required.

Demonstrate Quality: Benchmarked against industry experts and national guidelines.

Scheduling Your Validation Activities

Create a Validation Schedule: This 5-year plan outlines validation for every training product on your scope (qualification, skill set, unit of competency, accredited course, etc.). Remember, at least 50% of products must be validated within the first three years.

  • Develop a Detailed Validation Plan: Include:
  • Who: Validators, their roles, and their qualifications
  • When: Dates and timelines
  • What: Specific units being validated, tools used, information sources
  • Selecting Qualified Validators

Internal or External: Choose experienced, knowledgeable assessors (from your RTO or external) who were NOT involved in the assessment being evaluated.

Collective Expertise: Ensure your validation team collectively possesses the required qualifications, industry skills, and understanding of vocational teaching and learning.

Documenting and Acting on Validation Outcomes

Recordkeeping is Key: Maintain detailed records of:

  • Validation team members and qualifications
  • Assessment samples reviewed
  • Validation tools
  • Validation outcomes and recommendations

Implement Improvements: Address issues identified, updating assessment tools and processes as needed.

Demonstrate Continuous Improvement: Track how validation has led to better assessment practices within your RTO.

Sukh has been working in the VET and Higher Education Industry for over 25 years. In this time, he has held several roles with RTO's and Higher Education Providers (HEP) including CEO roles for International Colleges and National Compliance and Quality Assurance Manager roles for several RTO's, TAFE's and Universities. Sukh has also worked for the Australian Skills Quality Authority (ASQA) as a Business Systems Project Official. Sukh is a Canadian permanent resident and Australian citizen.

Sukh has had extensive project management experience in risk management, compliance, administration and as a training consultant. He has extensive knowledge in government compliance standards and has participated in nearly one hundred audits across Australia and provided consultancy advice regarding ASQA/VRQA, TEQSA, ACPET, DET-HESG, VQF/Higher Education, ELICOS, NEAS, ANMAC, AHPRA, CRICOS, ESOS and ISO.

Sukh is a member of several independent professional organisations and government bodies including, ACPET, VELG, ACS, AITD, MARA, MIA, ISANA, APEX, IEEE, The Internet Society (Global Member), AISIP, IAMOT, ACM, OISV, APACALL, IWA, Eta Kappa Nu, EDSIG and several others.

Sukh's qualifications include two MBAs, three masters in IT and systems, a Graduate diploma of management learning, Diploma in training design and development, Diploma in vocational education training, Diploma of work, health and safety, Diploma of Quality Auditing, Advanced diploma of management, Advanced diploma in marketing, human resources, information technology, and a number of other courses and qualifications. He has been working as a lecturer and as a trainer and assessor since 1998, Sukh has been a vocal advocate of audit reforms and system centred auditing practices rather than auditor centred auditing practices for many years.
