As of October, the 2025 Standards for Registered Training Organisations are in force and being applied. The compliance conversation has moved from “what will change” to “show us your evidence.” The new regulatory environment prioritises continuous, real-time proof that training is engaging, well structured, and structured and paced to support VET students to progress, with sufficient time for instruction, practice, feedback and assessment (Standard 1.1). Open-entry, open-exit arrangements that rely on learners drifting through content at their own pace now sit squarely in the risk zone because they struggle to demonstrate the designed cadence, planned contact and active support the Standards require. Put bluntly, flexibility remains welcome, but only when it is designed, resourced and evidenced.
Why “pure” self-pacing is out of alignment
Structure and pacing are mandatory, not optional
Standard 1.1 is explicit: training must be logically sequenced and paced with designed intervals of instruction and feedback. Publishing a library of on-demand content and letting students “work through when ready” is not enough. At audit, you must show that every learner experiences a planned cadence that includes trainer contact, scheduled activities, feedback points and sequenced progression appropriate to the training product and cohort. The FAQs released alongside commencement remove any ambiguity by tying “amount of training” to the lived pattern of instruction, practice, feedback and assessment rather than to static hours on a page.
Support must be active and continuous.
Standard 2.3 turns learner support into a standing obligation throughout the training product. RTOs have to provide routine, timely and tailored interactions that promote progress, not merely offer an inbox or a helpdesk. In rolling, self-paced models, meeting this duty at scale means guaranteed, scheduled touchpoints, progress tracking and escalation for at-risk learners. Providers that leave contact “on demand” will struggle to evidence that all cohorts received the ongoing support the Standard presumes.
Assessment control tightens under review and validation.
Standard 1.3 requires pre-use review of assessment tools, and Standard 1.4 requires a fair, valid, reliable assessment system with validation cycles that respond to risk, industry change and product updates. In uncontrolled self-pacing, students are scattered across versions and timelines. Each mid-cycle change multiplies version-control complexity and audit exposure because learners may be working under different criteria or instructions. Cohorted rhythms contain that risk; laissez-faire pacing magnifies it.
Continuous improvement must be visible in delivery.
Outcome Standard 4 embeds systematic monitoring, evaluation and improvement into day-to-day practice, with complaints and feedback feeding real adjustments (also see Standard 2.7). Static pathways without planned interaction struggle to show documented improvement and to roll changes through cleanly for in-progress learners. The Standards expect evidence that you noticed, acted, and that learners experienced the difference.
What the October FAQs and guidance confirm
The SRTOs 2025 FAQs make three compliance realities clear. First, “amount of training” is now an argument you must substantiate with design and evidence: scheduled instruction, guided practice, and planned feedback that support timely progress. Second, attendance rolls are not required, but robust records are: LMS logs, sequenced checkpoints, practice logs, and documented trainer feedback now carry the evidentiary load for structure and pacing. Third, transition rules raise the stakes for rolling self-paced delivery. When a qualification is deleted or replaced, completions must occur within strict timeframes, which is harder to manage when starts and finishes are atomised across hundreds of individual timelines.
What compliant flexibility looks like now
The Standards do not prohibit flexibility; they replace ad-hoc self-pacing with designed flexibility. Leading RTOs are moving to “cohort flexibility,” which keeps frequent entry points but embeds short, defined study periods with planned contact and feedback, locked assessment versions by intake, and sequenced evidence of trainer engagement. In practice, this means four to six-week clusters with set windows for instruction and formative feedback, outbound contact matrices that guarantee minimum touchpoints, version-controlled assessments reviewed before use, and a progress evidence pack that goes well beyond attendance. This approach reduces audit risk while supporting learners who still need choice and convenience.
A practical compliance lens for October and beyond
To remain audit-ready under SRTOs 2025, test your delivery against six questions and assemble the evidence up front.
Can you show the cadence? For each unit or cluster, do you have a documented pattern of instruction, practice, feedback and assessment, with expected timeframes for typical learners?
Can you provide proactive support? Do your records show scheduled, timely interactions that adapt to learner needs, not just reactive help?
Can you control assessment versions? Can you map which cohort used which version, why a version changed, when it retired, and how fairness was maintained for learners mid-stream?
Can you execute a mid-course change? When industry advice or product updates land, can you implement targeted validations and roll changes at clear cohort boundaries without disadvantaging current learners?
Can you demonstrate progress without attendance? Do your LMS checkpoints, practice logs and trainer feedback credibly show momentum toward competency for each learner?
Can you teach on time? Do you hold a ready-to-use transition plan for each product that lists remaining units, assessment versions, contact cadence and escalation steps to meet outer completion limits?
If any answer is thin, the risk sits in your model, not in the regulator’s expectations.
Implementation playbook for structured-flex delivery
Design for pacing. Build study sprints with explicit learning activities and feedback windows. Publish the plan to students and staff so expectations are shared.
Resource support. Staff office hours, feedback turnaround and proactive outreach to your intake rhythm. Document what happens when someone misses a checkpoint.
Lock versions. Tie assessment versions to intake periods, complete pre-use review before the period opens, and only move versions mid-period when a risk trigger makes it unavoidable. Keep a clean register.
Validate by risk. Run mini-validations when change signals arrive and implement at the next intake to minimise disruption while meeting the “more frequent if risk” rule.
Evidence progress. Use LMS sequencing, practical logs, workshop sign-offs and trainer notes to replace the old reliance on attendance sheets.
Plan transitions. Maintain teach-out playbooks that you can apply instantly when a deletion or supersession hits, particularly for products with rolling enrolments.
Bottom line for providers
SRTOs 2025 already apply, and regulators are assessing against them now. The Standards accommodate flexible delivery but demand clear, demonstrable structure, planned pacing, continuous support, validated assessment, and visible, evidence-driven improvement. Self-paced, study-when-you-like models that lack these features are high-risk propositions and increasingly likely to attract adverse findings. The strategic move is to pivot to structured-flex or cohort-based delivery, guarantee scheduled engagement for every learner, and continuously review your patterns against the Standards and practice guides. That approach protects students, makes trainers’ work predictable, and gives auditors what the legislation requires: proof that your flexibility produces real learning, timely progress and authentic competence.
